U.S. PLANS COMPLETED. (Received 0.30 a.m.) WASHINGTON, March 17. It is understood that three sets of plans—for 43,200-ton, 45,000-ton and 51,000-ton battleships—have been completed and will be submitted to President Roosevelt, with whom the decision as to size Battleships of 51.000 tons are entirely feasible.
