ARMY STANDARDS.
Merit, Character and Ability Considered. RECENT APPOINTMENTS. British Official Wireless. (Received 12 noon.) RUGBY, December 6. Mr. L. Hore-Belisha, Secretary for War, in the House of Commons, said the Army Council changes would all have taken effect by the New Year. Merit, character and ability, as well as suitability for any particular office, would be the guiding considerations regardless of youth, age or mere seniority in the event of any further appointments.
All the appointments would be made on the assumption that the holders would be able to keep their posts under conditions of active service.
