COMMITTEE'S REPORT. DISCUSSION BY BOARDThe pending sitting of a commission in .Auckland to inquire and report on matters relating , to Auckland metropolitan drainage, was referred to at a meeting of the Auckland and Suburban Drainage Board this afternoon, when a comprehensive report hy a sub-commit-tee was diiscussed.

The tsub-couimittee recommended that a drainage district should be established under the name of the Auckland Metropolitan District and that the district! should include the city of Auckland, the. borough* of Mount Eden, Mount Albeit, Newmarket, One Tree Hill, Onehunga, Otahuhu, New Lynn, the road board districts of Mount Roskill and Mount Wellington, the town districts of Kllerslie. Papatoetoe, Glen Eden and Henderson and the township district of Pan mure. Outer Areas. The eub-committee recommended that if the commission was. of the opinion that it would be premature, to include the Mount Wellington, Pan mure, Papatoetoe, 01-en Eden and Henderson districts, in which no sewerage systems have yet l>een installed, provision should be made for the compulsory incorporation of all or any of those districts, and other contiguous area*, when, in the opinion of the Department of Health, it became necessary, the incorporation to l>e subject to agreement, or, failing that, arbitration in the usual manner. The next recommendation was that a corporate authority should be instituted to carry out all necessary work, that the board should consist of 15 members, with the following representation:—Auckland City, 8 members; Mount Eden, Newmarket, Ellerslie, 2 members; Mount Albert, New Lynn, Glen Eden, Henderson. 2 members; One Tree Hill, Mount Wellington, Panmure, 1 member; Moun't Roskill. Onehunga, Otahuhu, Papatoetoe, 2 members. Other Proposals. Other recommendations were: Provision for the appointment or election of members; that the Mayor of Auckland, if a member of the l>oard, should be ex-officio chairman of the board; that the term of office should be for three years; that the chairman's honorarium should be £200. the members to receive honcwaria at the rate of 21/ a meeting, and not exceeding £54 12/ for any financial year. It was further recommended that no representations should be made to the commission in regard to drainage of the northern area, that charges shoxild be assessed and levied on local bodies within the area, on the basis of capital value and population, and that the board's power to raise loans and strike special rates be retained substantially as at present. Amendment Defeated. An amendment by the Hon. T. Bloodworth that the board should consist of seven menibera to be appointed for the first three years by the Government and then elected by franchise, thai the chairman's honorarium be £400 a year, and that the members receive honoraria of £100 a year for the first three years and then £1 1/ a meeting, with a maximum of £20 yearly, was defeated.

Amendments were carried to provide fdr the chairman being elected by the board, recommending fixation of the chairman's honorarium at £200 a year, and honoraria of members at fl 1/ a meeting, with a maximum of £54 12/ a year.

It was decided that the Mayor and Messrs. I. J. Goldstine and E. P. Andrews should represent the board when the commission sits, and the secretary and /solicitors were authorised to prepare a memorandum for presentation to the commission in accordance with the decisions made.

The report of the eiib-committee. with its amendments, was adopted on the motion of the Mavor.
