Be Thorny Problem. GOVERNMENT'S DILEMMA. (Received 10.30 a.m.) LONDON, February 4. The "Daily Herald" diplomatic correspondent says the question whether the Duke of Windsor should be granted an annual income from public funds is creating anxiety in Ministerial circles. The Government proposal is that the Duke's allowance should be included in the new Civil List, but it is now evident that this would encounter considerable opposition in the House of Commons.
