GERMAN NEUTRALITY.
EXPLANATION WANTED. (Received 9.30 a.m.) LONDON, February 3. The Hague correspondent of "The Times" says the Government has instructed the Dutch Minister at Berlin to inquire the real meaning of the passage in Herr Hitler's speech declaring Germany's readiness to guarantee for all time the neutrality of Holland. Xo such declaration has reached Holland through ordinary diplomatic channels. Herr Hitler's speech similarly referred to Belgium, but the "Morning Post" Brussels correspondent says no direct proposal has reached the Belgian Government. In any case, Belgium will not consider returning to pre-war neutrality which, it is pointed out, r eased when Germany violated it in 1014 and will not be revived.
