The "Daily Telegraph" Toledo correspondent says that all chances of a new offensive against Madrid have gone owing to torrential rains. Rivers have flooded and military operations are rapidly becoming impossible. General Franco's lines of tion are also endangered owing to the sweeping away of a vital bridge, the ■Guadarrama River now being uncrossable. A message from Santander says that the insurgent cruiser Espana daringly seized a Government coaster at tlie entrance to Santander harbour, despite bombing from a Government 'plane. From Madrid a Defence Committee communique announces that violent fighting took place on the Aranjuez 'front on Tuesday when Loyalists counter-attacked and drove back German contingents on the rebel left wing for a mile and also repulsed rebel attacks on Elpardo. A Cherbourg message states that 30 volunteers, including 12 Americans, for the Spanish Loyalists, have arrived from the United States en route to Barcelona. EMBASSY REFUGEES. DECISIONS MADE AT GENEVA. (Received 11 a.m.) GENEVA, January 27. After a private session had developed into an altercation between Spaniards and Chilians, the League Council announced an agreement in principle regarding refugees in Madrid Embassies and Legations, covering private negotiations in London for evacuation with full safeguards.
