SUBMARINE SUNK.
FOREIGN" ACTION BLAMED. (Received 2.30 p.m.) VALENCIA, December 13. The Ministry of Marine, in a communique, states that the Government submarine, C 3, . was torpedoed by a supposedly foreign submarine and 47 were drowned and three picked up by the merchant vessel Artabro.
