WHAT BRITAIN SHOULD DO. LONDON, October 4. The Labour executive has overcome its arms policy dilemma by drafting a resolution for the impending conference at Edinburgh, declaring that the armed strength of the countries, which remain loyal to the League, must be conditioned by the armed strength of a potential aggressor. Therefore the executive reaffirms the policy of maintaining forces consistent with Britain's responsibilities as a member of the League, but declines responsibility for a competitive armaments policy.
