TO REFORM LEAGUE.
SECRET FRENCH PROPOSALS. (Received 9.-30 a.m.) GENEVA, August 16. The League of Nations has received a communication from the French Government concerning revision of the Covenant. It repeats the suggestions made by MM. Blum and Delbos at the last meeting of the League Assembly about localising war and increasing the League's authority. France is keeping details of the proposals secret and reserves the right to revise them before the next meeting of the Assembly.
