Manchukuo Joins Japanese In Restriction. EMPEROR ISSUES ORDINANCE. (Received 11 a.m.) TOKYO, August 16. Hsinking reports state that the Emperor of Manchukuo has sanctioned and promulgated ordinances, effective for a year as from August 15, establishing an urgent, trade control law under which imports of flour, wheat, wool and rice will be prohibited except by Government license. Violators wilj be liable to two years' imprisonment, or a fine of 5000 yen. The purpose is co-operation with Japan in restricting Australian goods.
