READY TO ASSIST.
TRANSPORT REGULATIONS. NO. 1 AUTHORITY'S TOUR. An assurance that the new transport regulations would be put into operation with a minimum of inconvenience to all parties was given by Mr. E. J. Phelan, licensing authority for. the No. 1 Transport District, to all interested parties whom he met during a 1500-mile tour of the southern portion of the district just concluded. On the tour he was accompanied by Mr. R. H. Nicholls, of the Transport Department. The district covers the whole of the northern half of the North Island, and during his tour Mr. Phelan interviewed representatives of various local bodies, carriers' associations, postmasters and transport operators. ' He conferred also with the No. 2 Licensing Authority concerning matters affecting the whole island. By all parties he was well received and was given assurances, of support. conferring with carriers' associations Mr. Phelan had given the assurance that the intention was to see that, as far as was possible, every driver was given a sense of security under reasonable working conditions, consistent with an assured, definable and economic transport service for the public. The licensed carriers, as employers, had also to have reasonable stability without cut-throat competition leading to trouble for everybody. He appreciated the difficulties, he said, and he realised he could not satisfy everybody. He hoped the carriers' associations would approach him as the problems arose, so that lie could better adapt the general principles of the law to serve conditions peculiar to their localities.
