Difficult Position Created In Palestine. HIGH COURT DECISION. (Received 12.30 p.m.) JERUSALEM, July 31. The Government is considering martial law to meet a serious situation created by a High Court decision invalidating a collective fine of £2000 imposed on Gaza because of attacks against the aerodrome. The decision invalidates 18 similar fines. The Government's position is now difficult. In dealing with sabotage and similar crimes it is generally impossible to find the actual perpetrator. Collective punishments are regarded as the only effective method. »
