Labour and Social Reforms in Belgium. OUTLINE OF PROPOSALS. (Received 2 p.m.) BRUSSELS, June 24. The Premier, Dr. vail Zeeland, outlined proposed labour and social reforms in Parliament, including minimum wages, holidays with pay and a 40-hour week in unhealthy occupations. Dr. van Zeeland promised that improved conditions in the middle classes would be provided and that the Budget would be balanced. He also plans to reduce the number of Parliamentary representatives. Despite instructions from the trade union leaders, GOOO mine and steel workers are still on strike, and intend to remain out until Parliament passes the promised legislation affecting working hours and pay.
