PREMIUM PRACTICE.

The permission of the inspector has to be obtained before any overtime rates can be worked, and overtime rates have been increased from 9d and 1/ to 1/0 per hour or time and a half, whichever is the greater. No more than (50 hours' overtime can be worked in any year. The minimum rates of wages are 011 the same basis as the Factories Amendment Act.

To overcome the present practice of premiums being asked for from learners in the ladies' liairdressing trade, a section lias been inserted prohibiting the occupiei* of a shop from accepting a premium from any person, whether a shop assistant or not, in respect of any tuition. Exception i.s made in the case of schools, provided that written contracts are entered into between the parties and that conditions are satisfactory to the chief inspector.

The definition of a "restaurant" and "shop" has been extended to include boarding houses, employing two or more assistants with five or more boarders. Similar hours conditions apply to hotel restaurant employees as to shop assistants. A half day from 1 p.m. on one day of the week, and a six-day working week is provided for. The maximum overtime for the year is restricted to 120 hours with a minimum overtime rate of 1/0 an hour. Boys under 18 years of age may not be employed in a restaurant after 10.30 p.m.

Special exemptions as to hours of closing are made in a number of cases where it Js necessary for the public to be dealt with in the evening. A special section provides for overtime worked in banks for special purposes. Overtime for any such time worked is to be paid. Minimum overtime rates for office assistants is fixed at 1/0 an hour, and meal allowance of 1/0 must be paid 011 any day 011 which overtime is worked.

An over-riding clause is added to both the Factories' and the Shops and Offices Act.
