COMMUNISTS SAY NO.
FRENCH GOVERNMENT PACT. (Received 12 noon.) PARIS, May 14. The Communists have declined an invitation by M. Blum to enter his new Socialist Government, saying that they are convinced they can best serve the cause of economic and social revival by remaining outside while giving the Government loyal support.
