Troops and police liave been ordered to stand by and provincial Governors are remaining at their posts. A complete party deadlock prevails. The Wafd proposes a Wafd Cabinet, a Royal Commission, including the minority party, to negotiate with Britain, and the provision of seats in the new Parliament for minority interests. Naha's Pasha urges that a neutral Cabinet should conduct the elections. The United Front leaders, Mahmoud Pasha and Sidky Pasha, have decided that the Wafd proposals are unacceptable. They favour the formation of a coalition under Nahas Pasha to negotiate with Britain and submit the result to the electorate before the elections. Nalias Pasha, in an interview, said: "King Fuad remains master of the country."
