DOMINION DELEGATES. Scene Prevented at Naval Conference. POSITION DEFINED. United Press Association.—Copyright. (Received 11 a.m.) LONDOX, December 17. It is reported that the Japanese objection to the presence of Dominion representatives created ill-feeling at the Naval Conference, Viscount Monsell, First Lord of the Admiralty, having to intervene to prevent a scene between Mr. te Water (South Africa) and Admiral Nagano.

The Australian Associated Press is authoritatively informed that the position arose when the Japmese tenta tively raised the question of the precise role of the Dominion representatives.

Then, in view of the fact that the Empire for purposes of. negotiation is regarded as one unit, ■ Mr. Norman Davis (America) pointed out that it was outside of the scope of the conference to examine the constitutional relationships of Britain and the Dominions, whereupon the question dissolved in an atmosphere of hilarity. It is understood the Japanese do not intend to raise the issue again. There may, however, be an occasional reversion to the 1930 system, when one Dominion attended .on behalf of all at certain meetings, at which it was desired to reduce numbers in order to expedite business. A British official wireless message says that at a full meeting of the First Committee of the Naval Conference the British delegation made a statement setting out its proposal for quantitative limitation of naval construction over a period of years by means of unilateral declarations on the part of the naval Powers.
