LINER NIAGARA AT SYDNEY. SYDNEY, October 14. The seamen by a large majority again decided against manning the liner Niagara. Further negotiations are in progress and satisfactory arrangements may be made to enable the Niagara to sail to-morrow. If the negotiations fail, however. 1* is said the vessel will either bo laid lit indefinitely or taken by a voluntc" crew to Vancouver, where firemen aii< deck hands will be signed 011 unde Canadian articles. Trade union officials are anxious tr avoid an extension of the trouble, a>a new industrial award, covering shipping, is due for delivery in Melbourne on October 21.
