At the Trade Union Congress at Margate, representing 3,000,000 workers, the-president, Mr. W. Kean, of Sheffield, bitterly attacked Signor Mussolini's defiance of the world's condemnation of tho unjust, rapacious assault on Abyssinia, and the contemptuous violation of Italy's solemn pledges to renounce war. "The Council- has one plain duty," he said. "Italy can be coerced if she cannot be persuaded to keep the peace. Economic and financial sanctions would suilico to restrain Italy's aggression. If these were not immediately effective, the closing of the Suez Canal against Italy would bring the East African campaign to a standstill. "Such action might bring the League Powers to war with Italy. We must face that issue. War is a certainty in any case unless Italy's aggression is restrained. If unchecked it will destroy the foundation of the League system and intensify the dangerous tensions in Europe aud the Far East." The congress welcomed several fraternal delegates, including the New Zealander, Mr. Peter Fraser, who declared that Mr. Kean had sounded a clear clarion note regarding British Labour's position in international affairs, which will be re-echoed and supported throughout the British Commonwealth of Nations. A Paris message states that M. Romain Rolland has sent a letter to the Congress of the Friends of the Ethiopian People, which will open at Paris tomorrow. He states that the "abominable attempt against Abyssinia reveals an enormous, imbecile appetite for glory of a single individual playing the part of a Caesar and not thinking of the blood of his own people and of others. He has only eyes'for a sinister statue erected on the ruins of Italy and possibly of Europe. It is our duty to make the Government act."
