Reaction to Formation of

New Ministry.

WIDE POWERS TO BE GRANTED

LONDON, June 3

The Paris correspondent of the "Financial News" says the formation of the Bouisson Ministry, has resulted in a change-over from something approaching despair to confidence.

One reason is that in a few days Parliament will grant the wide powers to the Ministers which it refused to give to M. Flandin, and then will adjourn until the autumn.

Decrees issued under the Government's powers will not require Parliamentary ratification until July, 1930, or until after the election of the new Chamber of Deputies, therefore the members will be in a position to seek jre-election without taking responsibility for the reforms.

The second reason is that M. Caillaux is an ingenious, long-viewed financier who favours the income tax and rigorous economies by the elimination of waste, and a relaxation of the import quotas and tariffs with a view to a revival of international trade.
