17,000 Additional Unemployed To Have Work. HIGHER RATES OF PAY. (Received 10 a.m.) SYDNEY, this day. The State Cabinet has completed a scheme for giving greatly improved conditions to relief workers. Some 17,000 additional men will be employed within the next few weeks. The earnings of all the men will be increased by an average of 2/ a week, and in the ca of men with large families the will be 5/. i
