REGISTRATION BILL.
BRITISH JOURNALISTS
("Times" Cables.) LONDON, February 24. The Institute of Journalists, according to "The Times," has prepared a bill for submission to Parliament reserving the right of the description "journalist" to persons registered under the statute and controlled by the registration council. The measure concerns only those who are desirous of describing themselves as journalists. The liberty of others to contribute to the Press remains unimpaired. The council includes representatives of the Institute and the Journalists' Union, the Proprietors' Association, and,' the universities. The bill provides that persons not registered who describe '. themselves as journalists may be fined. ; This does not apply to accredited repre- ! sentatives of Dominion, colonial and '. foreign newspapers' agencies, for whom i i special conditions are provided. j.
