FOUR POINTS.
SCEPTICAL SURVEY. (Received 2 p.m.) LONDON, February 3. The Paris correspondent of the "Sunday Observer" says it is believed that four developments in the last 24 hours have dispelled the possibility of reaching a disarmament convention with Germany. These are:'—(l) Germany has informed Britain that in no case will she return to the League. (2) Herr Hitler told the British Ambassador that in view of Russia's increased army Germany's army of 400,000 is insufficient. (3) The existence of the Russian Army is
troubling Britain. (4) Poland's refusal, after the visit of General Goering, to participate in France's proposed Eastern Pact.
