OF NAVAL TREATIES. American Bill to Build 100 More Vessels. SPEEDY PASSAGE ASSURED. (United r.A.-Electric Telegraph-Copyright) (Received 3 p.m.) " WASHINGTON", January 25. The Vinson Naval Construction Bill, carrying appropriations of 470,000,000 dollars and designed to bring the Navy to full treaty strength through the construction of over 100 vessels, progressed rapidly in Congress to-day. The House of Representatives will probably vote tomorrow under a special rule. Observers express the opinion tliat Presidential support, added to tlie unrest in the Far East with Japan preparing to ask parity with America and Britain in 1035, will ensure the bill's enactment. Noting the rapid change in American public opinion, it is pointed out here that a year ago the Navy League, the leading proponents of the "Big Navy," advocated a compromise programme, fearing that the public and Congress would not accept a vast building programme. Now Congress is rushing to exceed the league's greatest demands.
