Prime Minister Refuses to Recognise Soviet. PROPAGANDA DIFFICULTY. VANCOUVER, January 11. In a declaration which he made here on Tuesday night, the Prime Minister of Canada, Mr. R. B. Bennett, stated that Canadian firms were free to deal with the Soviet in everything except asbestos, furs, coal and oil. This is regarded in political circles as a definite refusal to comply with the demand in Canadian business circles that Canada follow the lead of the United States in recognising Russia.. The Prime Minister stated that Russia had not ceased the underground propaganda which had led to the British and Canadian diplomatic break with that country.
