CONCESSION" BY SOVIET,

MOSCOW, January 3.

By an important concession to private enterprise, the Soviet has authorised industrial workers to have their own kitchen gardens. Hitherto, "the Sovjet has recognised only collective possession of kitchen gardens. The individual ones, however, must not exceed threequarters of an acre per family.
