MOSCOW, January 3.
By an important concession to private enterprise, the Soviet has authorised industrial workers to have their own kitchen gardens. Hitherto, "the Sovjet has recognised only collective possession of kitchen gardens. The individual ones, however, must not exceed threequarters of an acre per family. The concession will enable 1,500,000 workers to acquire plots, of whom 250,000 are in the Don Basin and 200,000 in the Moscow area.
