SILVER PRICE CHEAP.
ROOSEVELT RATIFIES PACT. (Received 2 p.m.) WASHINGTON, December 21. President Roosevelt this evening formally ratified the London silver agreement and ordered Government purchase of the metal to proceed at 64£ cents an ounce, which is half the legal price and about 19 cents above the current market.
