LICENSING OF SERVICES.

"During the hearing of applications for licenses for goods services manyreferences have been made to the cartage of cream/' said Mr. J. A. C. Alluin, chairman of the No. 2 Transport Licensing Authority, this morning. "It has been stated that it is the practice of the dairy companies to call tenders for the cartage of cream for a limited period from the farms to the various factories, and the successful tenderer may or may not formerly have operated in the particular district. This class of service does not require a license, but it appears that in a great, many, if not all, cases tho cream carriers desire to cart other goods, and in some cases they have claimed that they cannot profitably operate without this additional loading. "The position is complicated by the fact that an operator may come into an area for the purpose of carting cream under contract, while the general carting in that area may be adequately catered for by carriers already established there. Further, a person not previously engaged in the carrying business may undertake a contract in a district already well served. In view of the representations made it appeared desirable to draw attention to the circumstances in order that tenderers for the cartage of cream may realise that the holding of a contract for such work does not in itself entitle them to a license to carry general goods. "This observation is-made with the object of assisting carriers to understand the position, and ■ should not be regarded in any way as an indication of the authority's decision in regard to any application. Every case, will be decided in the light of the evidence submitted."
