FRENCH SURTAX.
AGAINST CANADIAN GOODS. (Received 11 a.m.) OTTAWA, May 17. Canada and France have opened negotiations for the removal of the surtax against Canadian goods entering the French Republic. The surtax is now 11 per cent additional to tariffs, because of the depreciated Canadian currency.
