U.S. Envoy's Views Present World Conditions. HITLER SPEECH AWAITED. (Received 12 noon.) LONDON, May 15. "The Times" Paris correspondent states that the American envoy to Europe, Mr. Norman Davis, conferred with M. Paul-Boncour, and subsequently stated that the disarmament situation was extremely confused. It was impossible to forecast the future, and it was similarly difficult to see -what decisions of importance the Economic Conference could take unless the monetary problem was solved. Hcrr Hitler's speech in the Reichstag on Thursday would exercise a decisive influence and was awaited anxiously.
