CASUAL LABOUR PROBLEM. BEARING OX BELIES , WORK. "I am glad to see that one point about relief work hae been cleared up—that of casuel labour," commented tbe chairman of tho Manukau County Council, Mr. F. M. Waters, at tbe council meeting this morning. The section of the engineer's report, dealing with relief work, was under consideration. "Many men were penalised because they could get casual labour apart from relief work. Then they could not make the time up on their relief work. The result was that the men never troubled to try and get extra work. Tlie system simply condemned them to relief work. "The ' Minister now eays that to penalise casual labour was never the intention of tbe Department, though bow any other interpretation could have been taken from the circular, I do not know. Though tbe intimation i* not official, the Minister says that the men will be encouraged to'take all tb.3 work they can."
