IN BUDGET DEBATE. Mr. Amery Urges Taxation of Foreign Meat. CHANCE THROWN" AWAY? (United r.A.—Electric Telegraph—Copyright.) (Ktceived 12 noon.) LONDON, April 27. Mr. L. S. Amery (Con., Sparkbrook), in the course of the Budget debate, while welcoming the reduction in taxation on new capital issues, wished the system could be recast, giving preference to investments in the country. He said he believed tliat the sugar taxation system could be made tc-; yield an additional £12,000,000 without hardship to the consumer, at the same time abolishing subsidies. "We have deliber-| ately thrown away our chance of raising a substantial revenue by the taxation of foreign meat since we are nownegotiating a treaty which will probably preclude us from doing so for years to come," said Mr. Amery. Major C, E. Attlee (Lab., Limehouse) said the Budget showed no sign of the promised new industries. To demand £750,000 from poor co-operators while giving £600,000 to company promoters showed the true capitalist touch. All available funds should have been used to remove cuts made in unemployment payments. Sir Herbert Samuel said he approved of Mr. Neville Chamberlain's refusal to take the unsafe course of reducing income tax from funds not possessed. "We are now engaged in delicate debt negotiations with the United States," said Sir Herbert, "and the choice of the present moment for a large and unjustified remission of taxation, when the American taxpayer is faced with a colossal deficit, would have been the worst possible method of negotiating." Sir Herbert said the House had a right to more information as to why the Chancellor was increasing the Exchange Equalisation Fund. Though beer was heavily taxed so were other commodities and industries, while the brewers' profits had increased from £10,000,000 in 1913 to £23,000,000 in 1932. He agreed that the first claim on any available funds belonged to the unemployed and their' families.
