CHRISTMAS AMNESTY.
REICHSTAG BILL PASSED. (Received 12 noon.) BERLIN, December 20. The Reich Council refused to veto the Reichstag's Amnesty Bill, which automatically becomes law. It enables political prisoners to be released for Christmas.
