N.S.W. Government May Add to Legislative Council. VITAL CLAUSE BLOCKED. (Received 11 a.m.) SYDNEY, this day. As the result of a second defeat in the. Legislative Council within a week on a vital clause of the Moratorium Bill, the State Government is in a serious positiqn. It is possible that the Government will seek additional appointments to the Upper House.
