COMPLAINTS IN RUSSIA,

LONDON, December 4.
The Riga correspondent of "The Times" reports that the Soviet has ordered an investigation into the conditions of soldiers' families throughout the country, owing to complaints by men of the Red Army that their families are short of food. The Soviet declares that locaL authorities are ignoring the privileges promised to soldiers for their families.
