PASSPORTS ENDORSED.
VISITORS TO SOVIET RUSSIA. WELLINGTON, this day. The Government has boon advised, in .a dispatch from the Secretary of State for Dominion Affairs, that every foreign subject arriving in the territory of the Union of Soviet Russia must' register in the foreign department of the local executive committee within 24 hours of taking up a place of residence. In conformity with the regulation imposed, the passports of foreigners will be endorsed with a registration stamp.
