'; A. change of feeling in the United States on .the allied /questions of war debts and reparations was noted by the New Zealand delegation to the Ottawa Conference, according to statements made last night by Mr.- Coates. Mr. Coates said that for several hours he and other members had discussed questions with professors at the Leland Stanford University, which was advising the Congress in the matter, and there was an impression current that there would be results likely to relieve the present situation. In addition, they met' citizens, business men and traders of all descriptions, and in his opinion a noticeable change had come over the citizens of the United States in connection i with, their present isolation and their future relation with the world and foreign affairs. j "It was made increasingly clear that the United States should take a great part in helping to clear away the de-! jiression, in order that trade can move j along," said Mr. Coates. "It must be remembered that we cannot all be tifllers. Some must be buyers. The countries in Europe to-day are unable to pay in cash or gold. They can pay in produce. They, have ample produce. So have we. Something must be wrong if we cannot exchange the goods we have for other goods, if we do not possess the gold. We all know the difficult times that follow the-restriction of the interchange of trade. That is the position we have got into. .
