SHOULD BRITAIN PAY?

(Received 12.30 p.m.) RUGBY, August 31

The British Government, in agreement with the Government of India, has decided to set up a tribunal for the following purposes:—

(1) To consider an<t report whether, and if so on what basis, there should continue to be contributions by India towards the recruiting and training expenses at Home of the British Army in India.

(2) To examine India's claim that a contribution should be made from Imperial revenues towards the military expenditure from Indian revenues.

(3) To examine the War Office claim ihat India should pay a direct contribution towards the cost of regular and supplementary reserves.

(4) To consider whether the sea- transport contribution paid T>y the War Office to India should be continued or modified after March 31, 1932.

(5) To examine and report, mutatis mutandis, on such of the questions raised in the preceding paragraphs as are relevant to the contribution at present paid from Indian revenue in respect to the personnel in India.

Sir Robert Garran, lately SolicitorGeneral to the Commonwealth Government of Australia, will act as chairman. Associated with him will be Lord Tomlin and Lord Dunedin, both nominated by the British Government, and Sir Shadi Lai and Sir Muhammed Salsiman, nominated by the Government of India.

The proceedings of the tribunal will be confidential, and its report, which is to be made to the Prime Minister, will be advisory. Its recommendations, therefore, need not be binding on either Government.

Arrangements are being made for the tribunal to assemble in London early in November. •
