POWERS CHALLENGE JAPAN.
Greatest Massing of Foreign Troops in Shanghai History. JAPAN CHARGED WITH VIOLATING RIGHTS. FEVERISH PREPARATION OF DEFENCES. The tension in Shanghai grows as protests are issued to Japan from the Powers interested in the International Settlement against the use of force by the Japanese military command against the Chinese, and as British, American and French naval and military reinforcements are being rushed to the scene to protect nationals and property endangered in consequence of SinoJapanese hostilities. At the moment actual fighting appears to be confined to occasional sniping. Peace efforts and the pressure of world opinion being brought to bear on Japan appear so far to have been unsuccessful in effecting a settlement of the dispute.
