COUNCIL'S RIGHT TO INITIATE.

(By Telegraph.—Parliamentary Reporter.) WELLINGTON, Wednesday. A difference of opinio'n has arisen between the House of Eepresentatives and the ; Legislative Council as to whether the Council had the right to initiate the Coroners Amendment Bill. The bill Avas passed by the Council and then sent to the House, but the House questioned whether, as it involved fi'nance, "the Council;had not infringed the rules of .procedure by originating it. " The iCouncira view of the objection, raised ,in the House, was communicated in a resolution that was read in the House this afternoon: "The Council is i'n duty bound to maintain its right under the Constitution Act to initiate, or amend such measures, and consequently cannot admit that the privileges of the House have been infringed by the initiation of this bill in the Council. The bill does hot purport to create any charge upon the public revenues or to impose taxation! Its sole effect is to confer on the Supreme Court power to direct a second inquest. "Inasmuch as every power affecting matters of public concern conferred by Parliament on a Court involves the expenditure of public* moneys when t/ie Court proceeds to exercise the power, agreement by the Council with the view of the House would apparently concede that the privileges of the House prevent initiatio'n> ; ih the Council of bills confer'ring jurisdiction on the Courts of the Dominion.* , The House -wiH; consider the resolution in due course.
