They stowed away knowing the penalty, but they believed things could not be worse ill New Zealand. He liacl had one week's work in a year, and single men could not get relief rations. Public works had been stopped everywhere. The magistrate said he had every sympathy with the men, who were apparently able-bodied and were looking for work, but the law must be enforced. The police said the number of stowaways coming from Australia was increasing, and presenting a serious problem.
