FATE STILL UNKNOWN. PARIS, April 7. The Prefect of Police has informed the Paris Municipal Council that the circumstances of General Koutepoff's kidnapping are now known, but there is no certainty as to the identity of the perpetrators or the general's fate in Moscow.
