BRITAIN AND SOVIET.
EXCHANGE OF AMBASSADORS. LONDON, December 3. The Secretary of State for Foreign Affairs, Mr. Arthur Henderson, stated in the House of Commons that an exchange of Ambassadors with the Soviet "would take place within a few days.
