Dominions Not Consulted About Delay.

GIFTS SUBJECT TO POLICY. (British Official Wireless.) (Received 1 p.m.) RUGBY, November 27. Mr. A. V. Alexander, First Lord of the Admiralty, in the House of Commons said that the late Government in 1927 had agreed to a two years' delay in the completion of the Singapore Base without consulting the Dominions and Colonies. Mr. Alexander stated that contributions promised by the Malay States towards the cost of the Singapore Base were conditional upon the proposals remaining unaltered. The land was to revert to the Straits Settlements Government ill the event of any alteration regarding the base, and the Admiralty was to pay its market value. Contributions promised by New Zealand and Hongkong were subject to no express conditions except the implied condition that the money was to be spent on the development of the base.
