In his presidential address to the National Union of Manufacturers Mr. George Terrell strongly advocated Empire free trade. Their union had long favoured British safeguarding plus Imperial preferences which would rapidly decrease British unemployment. He strongly supported preferences as steps towards ultimate Empire free trade.
