Mi*. Winston Churchill On Hopes For Peace. SPEECH AT NEW YORK. ' NEW YORK, October 27. Mr. Winston Churchill, former British Chancellor of the Exchequer, yesterday addressed the American Iron and Steel Institute. He said it was his great desire that Britain and the United States should be for all time equal on the seas. The hope was also expressed by Mr. Churchill that they would be strong Powers because they did not want all the good people to be disarmed and all the evil people to be heavily equipped. "We like to see our friends well armed of course," he said. Mr. Churchill said Britain desired to reach an agreement on naval arras limitation. He asked for an understanding of the position in which Britain is placed by reason of the vast extent of her Empire.
