LYTTELTON HARBOUR. BOARD " EMBARRASSED BY SURPLUS." CHAIRMAN'S ANNOUNCEMENT. (By Telegraph.—Press Association.) CHRISTCHURCH, this day. Tho Lyttelton Harbour Board at a special meeting, decided to reduce its port charges by a total of £14,795 annually, so that traders would benefit. The chairman announced that the board had a credit balance of £S3O-1 in cash, and was embarrassed, not by financial difficulties, but by its surplus.
