The majority report of tiie Royal Commission on the Constitution declares that industrial legislation should be a function of the State. The Federal Parliament should' not be occupied with industrial questions nor should the Federal elections turn on industrial issues.

The minority report contends that the Constitution should be remodelled on lines of unification rather than federation.
