Such determined efforts to ensure secrecy can only make the ratepayer suspect that the tramways department's methods will not stand prolonged puWw investigation. Many of us had hoped that the incompetence of " the tramways control would benefit from the addition of" fresh ideas and new outlook to be contributed by the newly-appointed members of the board. Apparently, however, any opposition to the old, incompetent methods will be browbeaten into silence by the threat of censure and a £20 tine. The Transport Board admittedly has a difficult row to hoe. but such standing orders as those proposed will make the row impossible to hoc. CITY RATEPAYER-
