RECKLESS DRIVING.
INCOMPETENCE AT WHEEL
DUTY OF SPECTATORS.
ASSISTANCE TO AUTHORITIES,
Reckless driving by motorists and speeding were referred to by Mr. G. R. Hogan, chief traffic inspector, this morning. He pointed out that there were fewer cases in the city than in" the residential areas, where there was less supervision. Last year officers of the council succeeded in 300 prosecutions, the fines and costs amounting to approximately £600.
"Some of the prosecutions," said Mr. Hogan, "are the result of information given by private individuals. Investigations are always made, and if sufficient evidence is available, prosecutions follow. There is a reluctance, however, in many instances for eye-witnesses to report, as they are diffident about being brought to Court as witnesses. If the public would only realise that a duty devolves upon them in the interests of public safety to report glaring cases of reckless or negligent driving, I am sure it would go a long way in minimising the dangers that at present exist.
"The number of indifferent drivers is very noticeable," said Mr. Hogan. "There are drivers who have not the requisite qualifications, but they do not obtain their licenses from the City Traffic Department. If a new driver is doubtful of his ability t" go through the city's difficult test he frequently goes to some quiet suburb and registers where the examination is not nearly so severe. Immediately the ticket is issued that driver has permission to drive in any part of the Dominion, and he frequently becomes a danger. "To reduce the number of accidents, only competent drivers should be licensed: there should be strict observance of driving regulations, and motorists should assist the authorities by reporting all eases of incompetence or negligence that come under their notice." Referring to slow-moving horse-drawn traffic, Mr. Hogan stated that drivers should keep as near to the kerb as possible, and any cases of obstruction should be reported. There were two special officers always on duty whose work was to prevent speeding.
